Typically, all construction begins by an owner hiring an architect to lead the design of the project. Architects and engineers complete their work before the plans are given to general and sub contractors. Each entity operates individually, without regard to one another. Because they work individually and not as a team, they have no incentive in seeing to it that the project is a success.
